Procedures Notice No. (10) of 2026
Reference is made to:
The Agreement on Facilitation and Development of Trade Exchange among Arab Countries.
The Annex to the Arab Preferential Rules of Origin.
Customs Law No. 207 of 2020.
The Executive Regulations of the Customs Law issued by Ministerial Decree No. 430 of 2021.
Procedures Notices Nos. 4, 6, and 7 of 2026.
In light of the approval of H.E. the Minister of Finance to extend the exemption granted to indirect transit shipments from the requirement to obtain the Advance Cargo Information Declaration (ACID), as stipulated in Procedures Notice No. (4) of 2026, and within the framework of continuing facilitation measures for indirect transit cargo and enhancing the role of Egyptian ports as a logistics hub for international trade movements, the following shall be observed:
First:
The exemption granted to indirect transit shipments from the requirement to obtain an Advance Cargo Information Declaration (ACID), as stipulated in Procedures Notice No. (4) of 2026, shall continue for an additional period of six (6) months starting from the day following the expiry of the previously approved exemption period, under the same controls and conditions previously established.
Second:
The application of the aforementioned exemption shall be extended to include indirect transit shipments arriving from or destined to the following countries:
Kenya
Tanzania
Uganda
Rwanda
Burundi
Djibouti
Ethiopia
This shall be without prejudice to the applicable security and regulatory controls and in a manner that supports the enhancement of transit trade through Egyptian ports.
Third:
Upon the request of the concerned party or its representative, a legally approved Certificate of Non-Manipulation may be issued according to the form attached to this Notice. The request shall be submitted as part of the transit documentation during the processing stage and before completion of the final release procedures. The certificate shall be reviewed and approved in accordance with the attached form.
Fourth:
All controls and procedures stipulated in Procedures Notices Nos. (4), (6), and (7) of 2026 shall remain in force in all matters not specifically addressed in this Notice.
Fifth:
This Notice shall be effective from the date of its issuance, and all customs offices shall comply with and implement its provisions accurately.

Certificate of Non-Manipulation
Pursuant to the provisions of the Arab Rules of Origin and relevant international preferential trade agreements, and upon the request of the concerned party, the Egyptian Customs Authority certifies that the goods described in this certificate entered the territory of the Arab Republic of Egypt as transit cargo and complied with the following conditions throughout their transit period within Egypt:
1. The goods remained under continuous and direct customs supervision and control during their transit period.
2. The goods were not released for free circulation or cleared into the Egyptian domestic market.
3. The goods were not subjected to any manufacturing, processing, assembly, alteration, or transformation affecting their original condition during transit.
4. Operations performed on the goods were limited to unloading, loading, re-forwarding, temporary storage, ventilation, or other activities necessary to preserve the goods and maintain their condition.
The certificate includes:
Exporter’s name.
Country of origin.
Certificate of origin number and date.
Transit port of entry in Egypt.
Date of entry and discharge.
Inward Bill of Lading / Air Waybill number.
Inward means of transport.
Transit port of exit from Egypt.
Date of re-forwarding and exit.
Outward Bill of Lading number.
Final country and port of destination.
Detailed description of goods.
Container and seal numbers.
Gross weight.
Number and type of packages.
Marks and numbers.
HS Code.
The certificate is issued based on available customs records and documents and certifies only the customs status, external condition of the shipment, and integrity of customs seals. The Egyptian Customs Authority assumes no responsibility regarding the internal contents, quality, specifications, or condition of the goods.
